First Responder and Health Care Worker Child Care


The Early Learning Coalition of Escambia County and the State of Florida are still offering subsidized child care to first responders and health care workers, however, the program ends for new applicants on July 31, 2020.  After this date no new applications will be accepted. Note to Current Clients (Parents and Guardians)

Your eligibility for services is secure through August 15.  If you were scheduled for a redetermination of services between March 15 and June 30 you can expect to receive notification that you must contact the Coalition to process your redetermination.  These redeterminations and those regularly schedule starting July 1, 2020 will be processed by mail, to include the use of email and fax.  Our offices are not yet open to the public so if you have questions please contact or call 850-332-6775, or you can contact your assigned Eligibility Specialists directly, if they have not already contact you.  Even if your child is absent you will not lose your eligibility for services. Nor will you lose eligibility if you are not working or temporarily unemployed. However, both absences and changes in employment status must be documented.

Parents please be advised that payment of assigned co-payments (parent fees) will start again on August 1, 2020. Your Child Care Provider has been notified and is expected to resume collecting these fees.

Dear Early Learning Partners, Parents, and Caregivers:


The Early Learning Coalition, out of an abundance of caution and to protect the safety and welfare of those we serve from the spread of COVID-19, has decided to suspend person-to-person interactions at all of our office locations and field operations. This is in keeping with the latest recommendations from the Centers for Disease Control (CDC).


While our locations will be closed to the public, our ongoing operations to serve the children, families and early learning programs in Escambia County will continue. The same attention to detail and customer service offered in face-to-face visits will continue to occur within an alternative service delivery model. 


Effective, Wednesday, March 18, the Early Learning Coalition office will close to the public, but all office employees will continue to work in our offices or remotely. Parents and caregivers who would normally access child care services through our office will receive assistance via phone, email, text and other online methods. Providers will also receive support and assistance electronically, through either phone or email contact as we have always done.


All upcoming public meetings will continue to be publicly noticed as usual, but will be held via teleconference instead of in person.

We will strive to continue to provide the best possible customer service under these very challenging circumstances.

What's Happening:

Florida's Voluntary Prekindergarten Educaiton Program, or VPK, is a free educational program that prepares 4-year-olds for success in Kindergarten and beyond. Registration opens January 1, 2020 for the 2020-21 school year. To register your child for VPK, simply visit the Family Portal here.

The Early Learning Coalition of Escambia County now has the authority to serve a new category of families and children using a combination of local funding and State matching funds.  The qualification requirements for the School Readiness Program still, except families can now initially earn between 150% of FPL and 85% of SMI and be eligible for services. Mission Statement

To identify and meet the needs of children and families to lay the foundation for lifetime success by: maximizing each child’s potential, preparing children to enter school ready to learn, and helping families achieve economic self-sufficiency.

To support this mission, the Coalition upholds these values:

  1. Early learning programs shall prepare children for success in school.
  2. Early learning programs shall involve parents as their child’s first teacher and support family skill building,
  3. Early learning programs shall be an integrated and seamless system of services and shall be implemented by the local coalition working with partnering agencies and programs.
  4. Early learning programs shall be coordinated and public funding integrated to achieve effectiveness and efficiency.
  5. Early learning programs shall be supported in their efforts to expand professional development and promote program quality.

Attendance Days:
  The Coalition will accept Reimbursement Packages for the prior month on the first three business days of each month.  Service hours for processing and submitting packages are from 7:00 a.m. to 5:00 p.m. when the days are on Monday to Thursday, and 8:00 a.m. to 11:45 a.m. if one of the three business days occurs on a Friday.  For the first two days of the three business days processing will be in the Training Room.  On the third day, processing will be conducted in the Admin front office.


Early Learning Coalition of Escambia County - Public Records Requests 


It is the policy of the Early Learning Coalition of Escambia County to comply with Florida’s public records law and state retention schedules for public records, including electronic mail (e-mail). Florida’s public records law, listed in Chapter 119, Florida Statutes, states: “It is the policy of this state that all state, county, and municipal records are open for personal inspection and copying by any person. Providing access to public records is a duty of each agency.”

 Procedure for Requesting Records:  The full Coalition policy for public records, Request for Public Records Policy and Procedure, ELCEC 1401.1C, is available in our Administrative Office. Please make your request in writing by completing the Public Records Request Form, ELCEC 1401.3Awhich can be found at this link.  All public records requests must be provided to the Executive Assistant of the Coalition who is also the Records Custodian.  Per Chapter 119, F.S., the Coalition has up to five (5) business days to complete the public records request. Public records which are exempt from the provisions of section 119.07(1), F.S. will be available only as specified by applicable state and federal laws and rules.

 Public records will be available for inspection or copying during reasonable times and under reasonable conditions between 8:00 a.m. and 5:00 p.m., Monday through Thursday and 8:00 a.m. until noon on Friday, excluding published Coalition holidays.  

 The Coalition has the right to request a deposit of the estimated fees before processing begins.  The five (5) day completion timeframe will begin once the deposit is received.

 To submit a Public Records Request, please either contact the Records Custodian listed directly, or complete the Public Records Request Form, ELCEC 1401.3A and forward it by email, fax or regular mail to the Records Custodian who will process the request per our policy and procedures.
