Hurricane Sally Update September 20, 2020 for Early Learning Coalition of Escambia County Providers


Dear Providers,


I have two issues to address to update you on Hurricane Sally recovery. 


1. Open/Closed Status


The Coalition expects all Providers, SR and VPK, to open as soon as you can. Escambia County Schools will he closed Monday and Tuesday, September 21 and 22. This may impact VPK programs, remote learning and after school requirements. I expect all of you will have your own special circumstances. 


The Coalition is opening Monday, September 21, 2020. Feel free to contact us if you have questions. Be advised we may not have land line phones right away, but our cell phones are working and we can respond to email. 


We realize everyone will have challenges in getting reopened. In general, the only authorized Provider closures will be due to damage or a lack of power and/or water. However, there may other reasons, such as the overall impact on staff personally that may not allow them to return to work, and therefore you may not have enough staff to open your facility. 


We ask that everyone, open or closed, contact the Coalition, preferably by email, by noon on Monday so we can determine what our overall status is. Please provide as much details as possible explaining why you are closed and your best estimate when you will be open. Include in your email the name of your facility and the best contact information. Also as the week goes on please let us know if anything changes. 


2. Provider Payments


Unfortunately we have not been able process SR payments. The storm hit before we had finished getting all the calculations done and EFT files ready to go. We will get the payment information submitted on Monday. Assuming there are no problems with our bank, everyone will be paid on Wednesday. We will ask our bank if they can expedite processing so you can get paid on Tuesday. We will let you know on Monday once we get an answer. 


VPK should pay on time this week. 

Coalition Operating Status as 14 September 2020

The Early Learning Coalition of Escambia County is OPEN for business!

The Coalition experienced a fire in its’ offices on August 16, 2020.  Half of our offices are unavailable while recovery and repair is being conducted.  However, the Coalition is still fully functional and can provide all services.  Our offices were already closed to the public due to the COVID pandemic, so the fire has not really impacted how we have been doing business the past five months.

Our phone lines were temporarily disabled, but our now up and running. This means we can now receive any fax transmissions as well, however, from now on we only have one fax number, 850-466-3783. We are in the process of reducing the number of phone lines by half, but for now all of our old phones numbers are still active and can receive voice messages. If you leave a voice message it is converted to an email to the person you are calling. So please leave a message and we will get back to you in a timely manner. Please be sure to leave your name, number and/or email address.

The Coalition intends to resume full services with the public on October 1, 2020. The only entrance that will be open is the one to Suite 210 (Admin offices). We have reconfigured the entryway to accommodate all clients, parents, providers, and the general public at this one location. The counter is manned now, but the doors may be locked. This means we can provide limited support if needed, but request it be for essential business only as all of the staff necessary to provide full services will not be on site until October 1, 2020. We suggest if you are thinking of coming to the Coalition you call 850-595-5400 first so we can discuss what is the best way the Coalition can best support your needs.

First Responder and Health Care Worker Child Care

The Early Learning Coalition of Escambia County and the State of Florida are still offering subsidized child care to first responders and health care workers, however, the program ended for new applicants on July 31, 2020.  After this date no new applications can be accepted.

 Note to Current Clients (Parents and Guardians)

Your eligibility for services is secure through August 15.  If you were scheduled for a redetermination of services between March 15 and August 15 you can expect to receive notification that you must contact the Coalition to process your redetermination.  These redeterminations and those regularly schedule starting August 15, 2020 will be processed by mail, to include the use of email and fax.  Our offices are not yet open to the public so if you have questions please contact or call 850-332-6775, or you can contact your assigned Eligibility Specialists directly, if they have not already contact you.  Through August 31, 2020, even if your child is absent you will not lose your eligibility for services. Nor will you lose eligibility if you are not working or temporarily unemployed. However, both absences and changes in employment status must be documented.  This may be extended past August 31, but that decision has not made at this time.

Parents please be advised that payment of assigned co-payments (parent fees) may start again on September 1, 2020. Your Child Care Provider has been notified and is prepared to resume collecting these fees if we do not receive the expected extension of this waiver. __________________________________________________________________________________________________________________

What's Happening:

Florida's Voluntary Prekindergarten Educaiton Program, or VPK, is a free educational program that prepares 4-year-olds for success in Kindergarten and beyond. Registration opens January 1, 2020 for the 2020-21 school year. To register your child for VPK, simply visit the Family Portal here.

The Early Learning Coalition of Escambia County now has the authority to serve a new category of families and children using a combination of local funding and State matching funds.  The qualification requirements for the School Readiness Program still, except families can now initially earn between 150% of FPL and 85% of SMI and be eligible for services.   2. Early learning programs shall involve parents as their child’s first teacher and support family skill building,
  3. Early learning programs shall be an integrated and seamless system of services and shall be implemented by the local coalition working with partnering agencies and programs.
  4. Early learning programs shall be coordinated and public funding integrated to achieve effectiveness and efficiency.
  5. Early learning programs shall be supported in their efforts to expand professional development and promote program quality.

Attendance Days:
  The Coalition will accept Reimbursement Packages for the prior month on the first three business days of each month.  Service hours for processing and submitting packages are from 7:00 a.m. to 5:00 p.m. when the days are on Monday to Thursday, and 8:00 a.m. to 11:45 a.m. if one of the three business days occurs on a Friday.  For the first two days of the three business days processing will be in the Training Room.  On the third day, processing will be conducted in the Admin front office.


Early Learning Coalition of Escambia County - Public Records Requests 


It is the policy of the Early Learning Coalition of Escambia County to comply with Florida’s public records law and state retention schedules for public records, including electronic mail (e-mail). Florida’s public records law, listed in Chapter 119, Florida Statutes, states: “It is the policy of this state that all state, county, and municipal records are open for personal inspection and copying by any person. Providing access to public records is a duty of each agency.”

 Procedure for Requesting Records:  The full Coalition policy for public records, Request for Public Records Policy and Procedure, ELCEC 1401.1C, is available in our Administrative Office. Please make your request in writing by completing the Public Records Request Form, ELCEC 1401.3Awhich can be found at this link.  All public records requests must be provided to the Executive Assistant of the Coalition who is also the Records Custodian.  Per Chapter 119, F.S., the Coalition has up to five (5) business days to complete the public records request. Public records which are exempt from the provisions of section 119.07(1), F.S. will be available only as specified by applicable state and federal laws and rules.

 Public records will be available for inspection or copying during reasonable times and under reasonable conditions between 8:00 a.m. and 5:00 p.m., Monday through Thursday and 8:00 a.m. until noon on Friday, excluding published Coalition holidays.  

 The Coalition has the right to request a deposit of the estimated fees before processing begins.  The five (5) day completion timeframe will begin once the deposit is received.

 To submit a Public Records Request, please either contact the Records Custodian listed directly, or complete the Public Records Request Form, ELCEC 1401.3A and forward it by email, fax or regular mail to the Records Custodian who will process the request per our policy and procedures.
